Andy Olivo

Andrew C. Olivo is a seasoned attorney and retired U.S. Army Colonel with a distinguished career spanning law, military service, and community leadership. A graduate of Father Flanagan’s Boys Home in Boys Town, Nebraska, he earned his B.A. and M.A. from the University of Texas at El Paso, followed by a J.D. from the University of Houston’s Bates College of Law. His military education includes diplomas from the U.S. Army Judge Advocate General’s School, U.S. Army Command and General Staff College, U.S. Air Force Air War College, and U.S. Army War College.

Olivo’s professional journey began in the early 1970s with roles in environmental law at TB & RB Associations and as a clerk in the U.S. Attorney’s Office in Houston. He served in the Judge Advocate General’s Corps of the U.S. Army from 1973 to 1980, and continued in active and reserve capacities until 2007, including activation during Operation Desert Shield/Storm in 1991. His civilian legal career includes general practice in El Paso, partnership at Brewster & Mayhall, and serving as General Counsel for Members Insurance Group in Dallas. From 1992 to 2016, he practiced at Niemann & Olivo in Carrollton, Texas, before establishing his own firm, Andrew C. Olivo, PLLC, where he continues to practice today.

Licensed in multiple federal courts, including the U.S. Supreme Court, U.S. Court of Appeals for the Fifth and Federal Circuits, and various U.S. District Courts in Texas, Olivo is a member of the State Bar of Texas and Dallas Bar Association. His extensive community involvement includes former roles as President of the Father Flanagan’s Boys Home Alumni, member of the Carrollton City Council (serving three terms and departing as Mayor Pro Tem), Trustee on the National Board of Trustees for Girls and Boys Town, and leadership positions in organizations such as the Carrollton Highlands Homeowners Association, Carrollton Volunteers (a 501(c)(3) non-profit), and the Educational Foundation for Carrollton-Farmers Branch ISD. He is also a lifetime member of the American Legion, VFW, and Association of the U.S. Army, and currently serves on the Board of the Father Flanagan League Society of Devotion in Omaha, Nebraska. Olivo’s last military assignment was as Deputy Commandant at the Judge Advocate General’s School at the University of Virginia.

On a personal note, Andrew has been married to Linnea Olivo for over 50 years. The couple has one child, Andrew Carlton Olivo, who is also a practicing attorney.
